BACKGROUND:

On January 27, 2017, the City Manager awarded Contract 17-035 to Tremco Weatherproofing Technology Inc. (Tremco) to conduct roof inspections at 57 municipal facilities for the Department of Public Works - Public Buildings Operations (DPW-PBO). Tremco has completed the roof inspections and has provided DPW-PBO with reports that enable staff to develop an aggressive maintenance plan to extend the life of roofs in acceptable condition or replace roofs nearing critical condition.

 

As part of MB176, Municipal Facilities Roof Replacements, the DuPage Children’s Museum, Fire Station 2, and two (2) Electric Substations were identified as needing replacement or restoration.  Fire Station 2 was listed in error, as the intent was to replace the roof at Fire Station 1 in 2017. The DuPage Children’s Museum was originally scheduled to be replaced as part of MB176, but minor repairs will be conducted shortly instead of replacement until plans for that building are finalized.

 

DISCUSSION:

The assessment confirmed the need to replace the 30-year old shingle roofs at Fire Station 1 and Royce Road Substation and to apply an application to restore the flat roof of the Westside Substation (located on Rt. 59).  This project also includes removal and replacement of any deteriorated soffit and facia, replacement of an existing skylight, and the installation of new gutters, where applicable. 

 

The roof replacements are available on the US Communities Government Cooperative, through The Garland Company, Contract #14-5903.

 

FISCAL IMPACT:

Municipal building roof replacements are expensed to the capital improvement accounts below.  A total of $397,000 has been budgeted across these accounts in CY2017 for this work.  The requested award of $128,553 is within the budgeted amount for this expense.

Per Council directive, contingency on construction projects is set at 3% on projects over $500,000 and 5% on projects under $500,000.
