BACKGROUND:
As discussed in the North Central College Master Land Use Plan 2010-2020, the construction of a north-south pedestrian walkway that is internal to the campus had been the desire of the College for over two decades. The College's goal by creating the internal walkway was to facilitate students traveling north and south through much of the campus, thereby relieving the congestion on perimeter public walks along Brainard and Loomis Streets and improving campus circulation and safety.

The portion of the walkway between School Street and Benton Avenue has been part of the College campus for many years. In 2012, the College constructed an extension of the walkway which included an approximately 17' wide brick paver walkway and decorative crosswalks at mid-block between Brainard Street and Loomis Street from Benton Avenue to the Jefferson Plaza. Currently the College is constructing another extension of the walkway project which would include a similar brick paver walkway (approximately 9' wide) and decorative crosswalks extending from the Jefferson Plaza to the west side of Brainard Street and then along the west side of Brainard Street to end at the Bambule Riverwalk Gateway on Highland Avenue.

DISCUSSION:
Portions of the College's pedestrian walkway have been and will be constructed within several public rights-of-way owned by the City.
