BACKGROUND:

Sponsored by Indian Community Outreach, the 3rd Annual India Day Parade and Celebration will be held Sunday, August 13 in recognition of India Independence Day. 

 

DISCUSSION:

The parade route and celebration site map is depicted on the attached map. The day-long celebration at Knoch Park will begin at 11:00 a.m. and feature a concert, beer and wine, food vendors, and exhibitors. This will be a free event to the public and organizers are estimating no more than 10,000 attendees. A fireworks display at 9:00 p.m. will conclude the event. The parade will kick off from Naperville Central High School at 4:00 p.m.

 

Alcoholic Beverage Tickets: The event organizers will utilize a ticketing system for the sale of alcoholic beverages.  Event goers will be required to purchase tickets at designated booths to be exchanged for alcoholic and non-alcoholic beverages, in lieu of cash.  The beverage tents will be double fenced and will have food for purchase. 

 

Accessibility Plan: The City’s accessibility plan has been discussed with the organizers and ADA viewing areas will be available on the parade route and in front of the main stage at Knoch Park. 

 

Parking and Traffic:  An ordinance is required to tow vehicles parked on the parade route and near Knoch Park.  The parade route and streets affected by the route will be No Parking/Tow Away Zone from 11:00 a.m. until 7:00 p.m. and will be posted accordingly. The parade route streets will be closed beginning at approximately 3:30 p.m. until approximately 7:00 p.m.  Designated residential streets surrounding Knoch Park will be restricted No Parking/Tow Away Zone from 3:00 p.m. until 10:00 p.m. 

 

The streets of the parade route and residential streets surrounding Knoch Park will re-open to vehicular traffic and No Parking Tow/Away Zone signs are removed as soon as the Naperville Police Department determines it appropriate based on public safety.  Staff will post informational signs beginning Monday, August 7 and parade information will be available on the City’s website. 

 

Resident and Business Notification:  The organizers partnered with the City, Naperville Park District, Edward-Elmhurst Hospital, and the Downtown Naperville Alliance (DNA) to develop the parade route and celebration. The team’s top priority was to minimize impact on residents, businesses, churches, and overall traffic flow. 

 

City staff have provided the organizers with a mailing list of all residents and business directly on the route and in the immediate vicinity of the event.  As with all events, the organizer is responsible for sending notification approximately two weeks prior to the event. 

 

Fireworks:  A ten-minute fireworks display has been added for 2017. Weather permitting it will begin at 9:00 p.m. and conclude at 9:10 p.m.  The event organizers have partnered with the City, Naperville Park District, Edward-Elmhurst staff, and Melrose Pyrotechnics to develop a safe plan for this event.

 

FISCAL IMPACT:

Indian Community Outreach has been approved for $36,000 in SECA Grant Funds to cover the cost of City services required for the event.
