BACKGROUND:
The existing Edward Hospital Substation, which was commissioned in 2004, consists of two 7.5MVA transformers and indoor switchgear located in a prefabricated control house. Due to various campus improvements and expansion projects, Edward Hospital has requested a capacity increase which will require the installation of two additional 7.5MVA transformers and associated switchgear next to the existing substation. Edward Hospital has requested that this new substation be operational by January 1, 2019.

The Electric Utility requires the services of a consultant to perform the civil, structural and electrical engineering design work as well as bid specification creation for large items such as concrete and electrical duct bank work. The consultant will also coordinate with Edward Hospital's engineering consultant on all stages of the project.

DISCUSSION:
In May 2017, the Electric Utility issued RFP 17-060 soliciting proposals for consulting services to support City engineering staff in the expansion of the existing Edward Hospital Substation.
