BACKGROUND:

The United States Department of Housing and Urban Development (HUD) requires that the City develop a Comprehensive Annual Performance and Evaluation Report (CAPER) at the end of each program year to assess the use of Community Development Block Grant (CDBG) funds.  Furthermore, HUD requires that a public hearing be held to receive public comments on the report. The 2016 CAPER has been available for public view since June 6, 2017 and the public comment period will close on June 20, 2017.

 

DISCUSSION:

The Program Year (PY) 2016 CAPER provides a summary of actions taken and funds spent during the 2016 program year (April 1, 2016 through March 31, 2017).  In PY 2016, the City of Naperville made the following expenditures:

                     $445,108.00 in PY2015 CDBG funding to complete 12 PY2015 projects related to rental housing rehabilitation, handicapped accessibility improvements in public facilities, special needs housing rehabilitation, transitional housing rehabilitation project, homelessness prevention, the City’s Fair Housing Report and CDBG administration.

                     $128,065.00 in PY2015 repayment funds for past ineligible CDBG projects to complete one PY2015 project. Funds were transferred from the General Fund in PY2015 and HUD approved the payment in PY2016. This completes the City’s repayment obligations to HUD.

                     $22,629.00 in PY2016 CDBG Funds to complete the PY 2016 CDBG project of emergency financial assistance to prevent homelessness.

 

Another nine PY2016 projects have either been completed, or will be completed, by September 30, 2017.

 

This CAPER outlines the progress the City and its sub-grantees have made in the past year toward goals articulated in the City of Naperville Annual Action Plan. All projects met the housing and community development needs of Naperville residents. Noteworthy achievements included the following:

   

                     Homelessness Prevention: Temporary rent and utility assistance was provided to 85 households, comprising 224 individuals, to prevent eviction and utility shutoff. Past studies have found that over 90% of households receiving assistance remained housed and avoided utility delinquencies for at least three months following receipt of the assistance.

                     Affordable Rental Housing: Rehabilitation of affordable rental properties resulted in improved living conditions and preservation of affordable units for 148 low and moderate-income households.

                     Facilities for Persons with Special Needs: Removal of architectural barriers made two public facilities more accessible to over 2,000 disabled residents; Living conditions for five disabled people and eight elderly people were improved by rehab of a group home and shared housing.

 

In addition to these accomplishments, the CAPER details the outcomes of all projects completed during PY 2016 and describes how they helped to further the City’s many housing and community development goals. Outcomes are also noted on the Department’s efforts related to CDBG policy, monitoring and program compliance, and actions furthering fair housing in Naperville.
