BACKGROUND:
When a 9-1-1 call is received by Naperville Public Safety Answering Point (PSAP), the information is entered into the Computer Aided Dispatch (CAD) system. The CAD system uses a Fire Station Alerting System (FSAS) as the medium for the dispatcher to dispatch the call to the correct fire stations and vehicles.

The current Zetron FSAS has been in operation since 1990. During the Fire Department's re-accreditation process in 2012, several shortcomings were identified in the Zetron FSAS software and hardware. These include outdated technology, increased system downtime, and inconsistent alerting of Fire personnel, stations, and vehicles. Based upon these concerns, staff determined that the City should upgrade the FSAS.

DISCUSSION:
Because it has been 25 years since the City purchased the previous FSAS, staff conducted a Request for Information (RFI) in 2015 to better understand the products available within the FSAS system marketplace. Five suppliers responded to the RFI: Locution Systems Inc., Mercury Systems Corporation, Purvis Systems Inc., US Digital Designs Inc., and Westnet. All five suppliers were invited to interviews to demonstrate their FSAS products. The Mayor and City Council approved funding for this project as part of the CY16 budget.

Because of the duration of time to install the system in PSAP and each of the ten fire stations and test the system it is anticipated Phase I will be completed the last quarter of CY2017. Phase II, the final phase for all final testing and switchover from the Zetron FSAS to the Purvis System will be completed during the first quarter of CY2018.
