BACKGROUND:

The Water Utilities issued Bid 17-028 seeking a contractor for the rehabilitation of existing sanitary sewer pipelines by installing glass reinforced plastic cured-in-place thermosetting resin pipe cured with ultraviolet (UV) light.  This new process was specified because it is safer, has less impact on the environment and provides a product that is stronger and more flexible than heat Cured-in-Place-Pipelining (CIPP) that the City has historically used.  Recently, the City successfully installed UV-cured liners in small-diameter applications.  This will be the first large-diameter lining project utilizing this product.

The Engineer’s Estimate for this project was based on an average historic bid unit price of $365 per linear foot for the traditional CIPP lining and budgetary quotes from vendors, plus $14,000 per manhole. Since Naperville has not previously completed any large-diameter lining with UV-Cured CIPP.  The Engineer’s project estimate is significantly higher than the low bidder’s project proposal, but in line with the other bidders. 

 

Michels Pipe Services is experienced with installing UV-cured CIPP.

WWU06 - Sanitary Sewer System Rehab/Replacement - Interceptors/Trunk

WWU06 is an annual project in the Utility’s Capital Improvement program that investigates and rehabilitates deteriorated sanitary interceptor, trunk, mainline and service lateral sewers.  The project uses various trenchless technology processes and focuses on areas known to have significant groundwater infiltration.

 

Sanitary sewer rehabilitation and replacements are expensed to the capital improvement account listed below. A total of $3,632,500 is budgeted for WWU06 in CY2017.  The requested award is within budget.
