BACKGROUND:
On April 5, 2017 the City Council approved a SECA Grant Fund award for the Downtown Naperville Alliance (DNA) in the amount of $3,936 to sponsor a summertime event. The award is dedicated for City services, however the theme and event logistic details had yet to be determined at the time of application in the fall of 2016.

DISCUSSION:
Since the time the grant was approved, the DNA has decided to sponsor a Harry Potter-themed event on July 29 in downtown Naperville. The event will be held from 3:00 p.m. to 7:00 p.m. with more than 50 businesses and the Nichols Library hosting family-friendly activities. The event will conclude with a showing of the movie Harry Potter and the Sorcerer's Stone at Central Park at dusk.

The event will require temporary street closures at Webster Street and Jackson Avenue beginning at 1:00 p.m. to allow for the installation of the Naperville Park District Show Wagon. All other streets will close at 1:30 p.m. with normal traffic established no later than 7:30 p.m. The street closures for the event are depicted on the attached map.

An ordinance is required to implement No Parking/Tow Zones in the area. Staff will post informational signs along the affected streets on Monday, July 24. The streets will be opened to vehicular traffic as soon as the Naperville Police Department determines it is appropriate based on public safety.

The DNA will coordinate delivery of notification to businesses affected by this event over the next few weeks. All other matters, including insurance requirements, will be satisfied prior to the event.
