BACKGROUND:

In November 2007, the TED Business Group issued RFQ 08-111 seeking the services of an engineering firm to complete preliminary engineering for roadway improvements for North Aurora Road.  As part of the RFQ, staff has the option to utilize the services of the successful vendor for future phases.

 

From 2008 to 2011, TranSystems Corporation prepared a preliminary engineering report for the North Aurora Road widening project. Report preparation included significant public outreach and alternatives analysis to develop a preferred design. The preferred design is a five-lane roadway from Frontenac Road to Weston Ridge Drive. Most roadway widening is toward the south, away from existing residential areas.

 

About 20 percent of this section of North Aurora Road is unincorporated, under the jurisdiction of the Naperville Township Highway Commissioner. As such, the City and Township partnered to complete the work. An intergovernmental agreement was executed to establish project specifics.

 

In December 2015, the City obtained $6,000,000 in federal funding through the Surface Transportation Program (STP) to be applied to construction costs.

 

DISCUSSION:

Staff recommends that the City exercise its right to retain the services of TranSystems Corporation to continue working on the next phase of the project as allowed in the RFQ. TranSystems Corporation performed well as the City’s engineering consultant for preliminary engineering of the project. Additionally, they have developed a long history of coordination with the key stakeholders to ensure the best possible project outcome. TranSystems agreed to maintain the same project manager that has overseen the project from the beginning.

 

Staff recommends TranSystems Corporation provide additional consulting services to:

a)                     update the preliminary engineering report to meet current federal standards and extend the project limits to Fairway Drive to match the limits of the Route 59 improvements recently completed

b)                     prepare the design engineering;

c)                     provide land acquisition services.

 

Work will be completed in cooperation with the Township Highway Department. Staff will work with the appropriate township highway commissioner(s) to amend the existing intergovernmental agreement between the Naperville Township Highway Department and City to formalize cost participation.

SC033 - North Aurora Road: Frontenac Road to Weston Ridge Drive

SC033 is an arterial upgrade to a five land cross-section on North Aurora Road between Frontenac Road and Weston Ridge Drive, including a new pavement base, curb and gutter, storm sewer and street lighting.

 

SC033 is expensed to Professional Services and Land Acquisition accounts listed below. A total of $1,404,000 is budgeted for the project in CY2017, including $184,000 for land acquisition and $1,220,000 for design, engineering and construction. The requested award is within budget.
