BOARD/COMMISSION REVIEW:
The SECA Commission met on Saturday, November 12, 2022 to receive applicant comments and ask any outstanding questions regarding the applications. On Thursday, December 1, 2022, the SECA Commission met and reached a unified consensus on a CY2023 allocation recommendation.

 

BACKGROUND:

Each year, $1.9 million from the City’s Food and Beverage Tax revenue is allocated to the SECA Grant Fund Program. Much of that allocation is dedicated to commitments that must be funded in accordance with an ordinance, resolution, Intergovernmental Agreement, or in support of fund administration. These are non-discretionary and categorized as City Obligations. The City Council approved the CY2023 allocations on August 16, 2022 (File 22-0911).  

 

Upon approval of the City Obligations, the remaining balance of $1,038,211 was made available to the SECA Commission for discretionary funding allocation.

 

DISCUSSION:

The SECA Commission reads all grant applications, hosts meetings with applicants, and ultimately reaches consensus on a unified funding recommendation. The City Council is then asked to review the allocations and make individual funding recommendations. This year, the City Council received all applications and the SECA Commission recommendation on January 16, 2023, with a due date of January 30, 2023.

 

Once all individual recommendations are received, staff compiles them to determine where there is consensus. As is practice, only those awards not receiving a Council consensus are pulled for discussion. 

 

For CY2023, a consensus of Council concurred with all SECA Commission funding recommendations.

 

FISCAL IMPACT:

$1,038,211 from the annual Food and Beverage Tax revenue will be allocated to the CY2023 SECA Grant Fund Program recipients.
