BACKGROUND:
The SEWW reservoirs were constructed in 1989 and include an intergovernmental agreement with the Naperville Park District, dated August 22, 1989. The Water Utilities reservoirs are located below tennis courts at 1699 Ranchview Drive. The agreement allows for both SEWW reservoirs to be used by park patrons to play tennis. It is the responsibility of the Water Utilities to maintain the reservoir structure for such use. It is the responsibility of the Naperville Park District to provide and maintain the tennis playing surface and accommodations.

After receiving complaints from residents about the condition of the tennis courts, City staff inspected the top sections of the reservoirs. The inspectors identified cracks and spalling of the visible sections of the reservoirs. Repairs to the reservoirs are imperative for preservation of structural integrity, water quality and the fire storage they possess for the City. The tennis courts are temporarily closed at this time.

DISCUSSION:
Staff identified an approved cooperative contract, Omnia Partners Cooperative PW1925 through Garland/DBS Inc., for procurement to refurbish the SEWW east reservoir roof that exhibits deep spalling and creates a hazardous condition. The east reservoir is one of two 3.0 million-gallon reservoirs located at SEWW.

The contractor will access the exterior top of the east reservoir, remove the existing surface of the reservoir roof, expose the substrate and repair any evident damage or failure.
