BACKGROUND:
On May 2, 2023, the City Council awarded Contract 22-114-4, Engineering Services for Central Elevated Water Tank Relocation, to Baxter & Woodman, Inc. with an anticipated completion date of December 31, 2025. The scope includes design engineering, permitting, bid phase services, and construction assistance to demolish the existing Central Elevated Water Tank. Alos included is building a new elevated water tank and conducting associated utilities and civil work.

Since then, Baxter & Woodman Inc. has completed the engineering design, bid phase assistance, and construction shop drawing review. Currently the new elevated tank is under construction.

DISCUSSION:
During the design phase, the following additional scope items were incorporated into the project:
* Additional analysis for tank insulation
* Fiber optic relocation design
* Separation of the old tank demolition into a standalone project
* Additional parking lot design

Staff has also requested that Baxter & Woodman, Inc. submit an amendment to include the following additional construction management services:
* Serve as construction manager to coordinate with all the engineers, contractors, and the City during construction.
* Provide sufficient inspection to ensure quality assurance and quality control (QA/QC) of construction activities.
* Perform structural, electrical, and plumbing evaluations as needed during construction.
