BACKGROUND:
Ownership of Central Park was transferred from DuPage County to the City of Naperville when the county seat was relocated to Wheaton. Back in the 1980's the City approved an intergovernmental agreement for the Naperville Park District to operate and maintain Central Park. Subsequently any changes or improvements to the park must be endorsed by both agencies.
DISCUSSION:
The State of Illinois is celebrating its 200th anniversary this year. The City and Park District have been approached by the Century Walk which desires to install a sculpture of President Lincoln in Central Park. Attached is a letter of request from the Century Walk along with the background, location and details of the Lincoln sculpture. The Century Walk is calling this sculpture a Laughing Lincoln, since it be a life-sized sculpture of a young, animated Lincoln sitting on a piece of local limestone.
The sculpture will be located in central portion of the eastern side of the park, between the pathway and the parking lot to the east. All work will be paid for and coordinated by the Century Walk.
The Naperville Park District Board has discussed this request at a workshop and is supportive of the installation. The Park District Board will formally vote on this at their June 14, 2018 meeting.
In addition to the Laughing Lincoln sculpture the Century Walk will install 32 banners on 16 of the light fixtures in Central Park. The banners will promote the Laughing Lincoln, the State of Illinois bicentennial and the Naperville Municipal band. The Century Walk will be responsible for the cost of the banners and brackets.
