BACKGROUND:
In September 2022, City staff presented the 2023-2025 Annual New Sidewalk Program for Transportation Advisory Board (TAB) approval. After listening to resident speakers and conferring with staff, TAB approved the 2023-2024 years of the program. City Council made several changes and approved a revised 2023-2024 Annual New Sidewalk Program in October 2022.

The proposed program was created based on the historical budget for the program as well as an estimated cost based on 2021 bid prices. Due to several disruptions to the concrete industry, however, concrete prices have risen significantly since 2021. Staff has also received two resident requests to add segments of sidewalk to the program. Based off these two factors, staff is proposing an amendment to the approved 2023-2024 program to redistribute the approved locations across three years and add the two requested locations.

DISCUSSION:
The New Sidewalk Program selection process approved in 2019 allowed for residents to petition to add a section of sidewalk to the program. Following the approval of the 2023-2024 Annual New Sidewalk Program, a resident from one of the proposed 2025 locations contacted City staff to determine options to add Loomis Street between Highland Avenue and Porter Avenue back into the program. No residents had come to the September 2022 TAB to support or oppose this location, but it had been dropped with the rest of the 2025 program. Following the approved petition process, two-thirds of the residents along this block have indicated support of sidewalk installation.
