BACKGROUND:

Per the Illinois Municipal Code, the corporate authorities of municipalities are authorized to agree upon boundaries for unincorporated territory that lies within 1.5 miles of the boundaries of such municipalities.  The City of Naperville and the Village of Plainfield first entered into such an agreement in 1987 (Ordinance #87-194) to further the orderly planning objectives and establish the boundaries of each municipality.  Both municipalities then approved a first amendment (and a revised first amendment) to the boundary agreement in 1997 (Ordinances #97-015 and #97-036, respectively).  The boundary agreement expired on February 18, 2017.

 

DISCUSSION:

Establishment of a new boundary agreement was prompted by the Polo Club development proposed in the vicinity of 119th Street and Book Road (PZC 18-1-022).  Accordingly, staff recommends the new boundary agreement and the proposed Polo Club development be considered concurrently by City Council.  While both cases were originally scheduled for the September 4, 2018 City Council meeting, at the petitioner’s request, the Polo Club development has been postponed until November 2018.

 

Because notice of the boundary agreement was published in the Daily Herald on August 5, 2018, staff recommends City Council continue the boundary agreement to the November 7, 2018 City Council meeting so it may be considered at the same meeting as the proposed Polo Club development.
