BACKGROUND:
In support of the City's priority to provide utility services that are reliable and safe, in February 2026, the Water Utilities issued Bid 26-062 for the Odyssey West Water Main Improvements project. The purpose of the project is to provide for the long-term sustainability of the water main pipe crossing I-88 and to replace a segment of failing water main in a wetland area that is difficult to access.

The project includes the cured-in-place-pipe lining of 400 feet of 12" water main crossing I-88 just west of Route 59, the installation of 720 feet of 12" water main along I-88, and the abandonment of 2,200 feet of water main along I-88 and Route 59.

The bid documents for this project included a Base Bid to obtain pricing for ductile iron water main pipe and Bid Alternate A to obtain pricing for PVC water main pipe. After evaluating the submitted bids, staff determined that selecting the lowest Base Bid was in the best interest of the City. Ductile iron is the City's standard water main material, and while PVC has been used in recent years due to substantial cost savings, the cost of ductile iron is once again competitive.
