BACKGROUND:
In 2010, the Electric Utility purchased the Harris meter data management System (MDMS) to house all meter and customer data to facilitate billing. The system provides a single repository for information and allows Electric to analyze consumption data to assist in rate development, as well as to make better decisions for transformer sizing. Additionally, data in the MDMS is used for the Empower customer portal, which provides customers an easy way to view consumption in daily, weekly, monthly, and yearly formats.

On September 1, 2020, Council approved a sole source to allow Harris to expand the existing MDMS to include Water Utility Data. Council approved Change Order #1 on December 21, 2021 adding 180 days to the contract. Council approved Change Order #2 on June 29, 2022 adding an additional 185 days to the contract with the term ending December 1, 2022.

DISCUSSION:
The MDMS for the Water Utility will provide similar benefits including long-term meter data storage and data analytics. Additionally, the Empower customer portal will leverage the integrations to allow customers to view water consumption, make informed decisions, and enable customers to partner with Water Utility to operate more efficiently. The City will not be able to maximize its investment in Water AMI until the integrations into the Harris MDMS are completed.
