BACKGROUND:
The City of Naperville has twenty-five outdoor warning sirens within City limits which are manufactured by Federal Signal. Annual preventative maintenance is performed on the sirens as well as battery replacement and repairs as needed. The main use of the warning sirens is to alert residents and businesses of tornadoes or other severe weather, but they can also be used for extreme high winds, earthquakes, or biological/chemical hazard.

DISCUSSION:
This sole source is requested for a five-year term from January 1, 2020 to December 31, 2024 for the purchase of the annual preventative maintenance, replacement battery equipment, and repairs as needed for the outdoor warning siren system. The cost is estimated to be $18,000 per year based on the service agreement and purchase history.

The Fire Department (FD) has identified this purchase as a sole source because the outdoor warning system uses Federal Signal SCADA, which can only be serviced by authorized vendors. Braniff Communications is the authorized maintenance vendor for this area per Federal Signal and has serviced the City's warning siren system for over 20 years. A sole source letter from the manufacturer is attached showing Braniff Communications, Inc. as the authorized representative.

If the sole source were not approved, the FD would have the sirens serviced by a non-authorized vendor which would void the warranty.
