BACKGROUND:
The City Manager awarded Contract 23-183 to Rave Mobile Safety (RAVE) July 3, 2023, for a three-year term from August 1, 2023 to July 31, 2026. The purpose of this contract is to allow residents to enter information in the online database maintained by Rave Mobile Safety, to be delivered to the Public Safety Answering Point in the event the registered phone number dials 9-1-1. This critical data can include information such as medical conditions and medications, native language, home addresses of mobile callers, disabilities, or children's photos.

DISCUSSION:
This Change Order is requested for the planning, development, testing, and integration services from RAVE for a new feature that is available with the deployment of the new Tyler Enterprise Computer Aided Dispatch (CAD) system. The cost of this development from RAVE is a one-time integration cost of $9,000 and $3,500 for annual license fees. The additional license fee has been prorated at $5,082.19 for the remaining life of the contract. There is no additional support cost for this feature as it is included in yearly licensing and support costs.

This new feature gives single-click access to Smart 9-1-1 data to both the 9-1-1 dispatch telecommunicators as well as first responders in the field, saving time and manual effort during critical moments. This allows public safety to highlight the items most important and leverage pre-existing flags within Smart 9-1-1 such as domestic violence risk, mental health conditions, cognitive or behavioral issues, contagious diseases, allergic reactions, dangerous animals, and more for immediate situational awareness.
