After bids were opened, the City received notice of revised IEPA regulations requiring an emergency chlorine gas scrubber when the chlorine system at a site is improved.
Staff examined options to install the chlorine scrubber per the new IEPA requirements. The City's consultant who designed the project estimated an additional 10 weeks for the scrubber design with an estimated cost of $20,000 for additional engineering and $300,000 for construction.
