BACKGROUND:
A portion of the SECA Grant Fund Program is dedicated to obligations that must be funded in accordance with an ordinance, resolution, Intergovernmental Agreement, or in support of fund administration.

On August 16, 2022, the City Council approved the Calendar Year (CY) 2023 SECA Grant Fund Program City Obligation allocations in the amount of $969,272 for the following organizations:
* 4th of July Fireworks - City Contribution
* 4th of July Shuttle Busses
* DCM Purchase Reimbursement
* Carillon Maintenance
* Grant Management Software Maintenance
* Naperville Development Partnership
* Naperville Municipal Band
* NCTV17 - Community Event Coverage
* NCTV17 - Naperville News
* Riverwalk Maintenance
* Special Events Coordinator

The CY2023 funding for Century Walk was not considered at that time pending an agreement formalizing its relationship with the City.

DISCUSSION:
On April 10, 2023, the City reached an agreement with Century Walk outlining ownership, funding, and maintenance responsibilities.

Per the Agreement, on August 17, 2021, the City Council directed the City to designate a $100,000 SECA Grant to the Century Walk in calendar years 2022, 2023, and 2024 to assist with funding public art projects given the following conditions:


1. funds used for capital only;
2. funds restricted to art on public property;
3. the funds would be prepaid;
4. that a Council liaison will be added to the Century Walk board for financial oversight; and
5. Century Walk provide its financial statements to the City.
