BACKGROUND:
The Naperville Electric Utility currently employs ABB circuit shield relays to provide transformer differential (87) and overcurrent (50/51) protection at four of its substations; Royce, Ogden, Springbrook, and Route 59.
Due to the most recent failure of the ABB Circuit Shield Relay at Royce (65XB) which occurred on September 25, 2021, the utility has prioritized the replacement of the outdated ABB Circuit Shield relays to ensure the continuous improvement and reliability of its electric service. The purpose of this project is to replace the ABB Circuit Shield relays at Royce Substation with Schweitzer Engineering Laboratories (SEL) microprocessor-based relays.
DISCUSSION:
As part of the terms of the master services agreement with Primera Engineers, Utility staff requested a proposal for substation design on the Royce Relay upgrade project. Primera will design cable routing for new relaying to other relay panels and SCADA cabinet/rack. Additionally, Primera will provide project management and construction support.

Relay upgrades are expensed to the Infrastructure account listed below. This work is related to EU047, Substation Relay, Switch, and Protection Improvements, for which $495,000 has been budgeted for 2022. The requested award is within the budgeted amount for this expense.
