BACKGROUND:
The Electric Utility uses 600-amp switch gear to isolate and switch load from one feeder to another on the main feeders coming from the substations. The gear is also used to fuse load on the low side of the switch gear. 600-amp switch gear is an integral part of the City’s distribution system, contributing to the delivery of safe and reliable power to our customers.
In March 1994, City Council approved a sole source award for Bid 93-122, Padmounted Switchgear, and to negotiate all future switchgear costs with S&C Electric Company. The costs are based on an S&C Composite Price Index that considers the price of aluminum, copper, stainless steel, steel, and Bureau of Labor Statistics (BLS) compensation factors. In July 2018, the City Manager approved the purchase of six units at the negotiated price of $11,984 per unit for a total of $71,904.
DISCUSSION:
The Electric Utility proposes to purchase an additional eight units at the same unit cost for an additional $95,872. The total award with this change order is $167,776. These units will be inventoried at the Electric Service Center and will be used as replacements and for new construction as needed.

The cost for the purchase of switch gear equipment is budgeted in the Utility’s operating supply account listed below. The total budget for this account is $1,502,300. The request of $167,776 (which is inclusive of the $71,904 previously requested for 2018) is within budget.
