BACKGROUND:
On June 18, 2024, the City Council approved the Naperville 2027: Investing in Our Community Priorities Plan ("Priorities Plan") which outlined the five priority areas for the City to focus on over the next three to five years:
1. Utilities
2. Safety
3. Economy
4. Mobility
5. Natural Environment/Community Design
These areas, and the associated goals, were determined through the statistically significant community survey completed in 2023 and input from City leadership.
For each year of the Priorities Plan, staff will provide formal updates to the City Council in May and October.
DISCUSSION:
To provide the appropriate level of detail for each priority, staff will present on activities and goals of Safety, Economy and Mobility priorities at the May 6 City Council meeting.
The focus of the October 2025 presentation will be on Utilities and Natural Environment/Community Design but a brief update on these priorities is included in the table below:

* Energy consultant CES completed a report on options to fulfill energy and ancillary energy service requirements beyond 2035
* CES recommended contracting with IMEA for delivery of power and ancillary services beyond 2035 and that the City should look to exercise its option of Member Directed Resources in the new contract
* PUAB held three public meetings in 2025 including presentations from CES, IMEA, NEST, and CJT Energy Law/The Power Bureau
* PUAB discussed input and voted to concur with the CES recommendation
