BACKGROUND:
The City of Naperville - Electric Utility (Utility) has used the Oracle database software since 2011 to store, validate, and manage its metering data. Oracle database software is the industry standard for this application and is fully integrated with the Utility’s meter data management system (MDMS) and Empower customer portal.
DISCUSSION:
The renewal of the Oracle annual licensing allows the Utility to continue to operate the Oracle database software, obtain updates to remediate security vulnerabilities, and receive technical support for issues beyond the expertise of in-house staff. Due to continual analysis of system performance, it is best to contract for one year at a time to ensure flexibility.
Staff has identified an approved State of Illinois cooperative contract, IL DOIT CMT1116440, through Mythics, Inc. for the procurement of the Oracle support renewal. The term for support begins January 13, 2024, and ends January 12, 2025.

Oracle Database Support and License renewals are budgeted in the below Software & Hardware Maintenance account. This award is for the 2024-2025 renewal and as a result will not be expensed until 2024. While the 2024 budget has yet to be approved, the Electric Utility did propose a budget of $145,000 for Oracle Support and License renewals in 2024. This award is within the total proposed budget for this service in 2024.
