BACKGROUND:
The South (T02) Sanitary Sewer Interceptor is one of two IEPA permitted wastewater Interceptors operated and maintained by the Water Utilities. This critical asset serves half of the city including the downtown area and conveys eight million gallons of wastewater to the Springbrook Water Reclamation Center on a daily basis.
In both 2020 and 2024, an internal condition assessment was performed on the South Interceptor. This condition assessment revealed large amounts of ground water infiltrating through all the pipe joints. This excess "clear water" reduces system capacity, causes hydraulic overload, increases treatment costs, and can trigger sanitary sewer overflows.
DISCUSSION:
Staff has identified and approved cooperative contract, Omnia Partners Public Sector, Contract 23-056-PW (3) led by DuPage County, IL through Hoerr Construction, Inc. Hoerr will test and seal pipe joint in concrete pipe using pipeline packer injection grouting. Chemical joint grouting is a trenchless, cost-effective rehabilitation method that stops groundwater infiltration, seals leaks, and stabilizes soil around sewer pipes by injecting chemical grout through the pipe joints.

Pipe Line Packer Injection Grouting of the South (T02) Interceptor Phase 1 will be charged to the Operation Service account listed below. Chemical grouting of sanitary sewer pipes is a component of the Water Utilities' operations budget. The 2026 Budget allocates $650,000 for this program. The requested award, including contingency, is within budget.
