BACKGROUND:
The Electric Utility ("Utility") announced plans to remove the utility poles along the west side of Mill Street from Ogden Avenue to Bauer Road and install underground electrical lines. These poles currently support and power the streetlights on Mill Street. As such, the Transportation, Engineering and Development (TED) Business Group is planning, in coordination with the Utility project, to upgrade the street lighting to meet current standards.

The final product will provide nighttime friendly lighting consistent with LEED goals and Green Globe criteria for light pollution reduction.

In March 2026, TED issued Bid 26-035, Mill Street Lighting Project to replace the street lighting along Mill Street.

The low bid is approximately 10% above the engineer's estimate. This is primarily attributable to higher-than-anticipated parkway restoration costs, which are necessary for the completion of the project and will be carefully monitored during construction.

Staff recommends award of the contract to Utility Dynamics Corporation as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
