BACKGROUND:
Units 225 and 256 were reviewed and approved by the Fleet Services Manager for replacement in the 2026 budget. Vehicles are scored for replacement based on four criteria: age, usage, condition, and repair costs. Recommending a vehicle be replaced requires a score of 28.0 or greater. Unit 225 scored 47.5, and Unit 256 scored 41.9.

DISCUSSION:
Units 225 and 256 are 2008 International 7400 dump trucks with plows. Unit 225 is a single-axle, and Unit 256 is a tandem-axle. Both units are used by the Department of Public Works - Forestry Division for the leaf collection program, winter operations, and to move materials and spoils to and from worksites throughout the City. The retired vehicles will be sold through one of the City's auction companies. The units will be replaced with 2027 Peterbilt 548 chassis upfit with dump truck bodies and plows for the same operational use. Unit 225 will be a single-axle, and Unit 256 will be a tandem-axle.

Staff has identified an approved cooperative contract, Sourcewell Contract #032824-PMC Cab and Chassis, Vocational and Medium-Duty Trucks, Class 6, 7, and 8, through JX Truck Center, for the procurement of the new vehicles. JX Truck Center provides truck chassis that are upfit with dump bodies and plows by a third-party, Bonnell Industries. Current market conditions mean upfit vendors do not have available slots to build trucks until the second half of 2027. City staff were presented with two options.

Option One: Prepay for the two chassis upon their delivery in 2026. Pay for the body upfits upon completion in 2027.
