BACKGROUND:

The Soap Box Derby is organized by the Greater Chicago Soap Box Derby Association.  The races have occurred annually in Naperville for many years and no issues have been reported.

The temporary traffic controls and Special Event and Amplifier permits were approved at the March 7, 2023 City Council meeting (File #23-0238). Since that time, the event organizer has requested to replace the approved dates of April 29-30 with May 6-7. All other dates and event logistics remain the same.

The updated traffic control plan and ordinance are attached for reference.

DISCUSSION:

Each event will take place from 6:30 a.m. to 6:00 p.m. with an estimated 75 people in attendance at each race.  The races require the temporary closure of Frontenac Road from Golfview Drive to Diehl Road from approximately 6:30 a.m. and will re-open no later than 6:00 p.m. each day.

As in the past, the Greater Soap Box Derby Association will notify all surrounding businesses of the event.  Parking for participants has been secured at parking lots in the area.

The City will receive the required insurance prior to the issuance of the permit.

FISCAL IMPACT:

Greater Chicago Soap Box Derby Association is not eligible for SECA Grant funding, therefore all costs associated with this event are billed to the event organizer.
