BACKGROUND:
The Springbrook Water Reclamation Center's (SWRC) National Pollutant Discharge Elimination System permit from the Illinois Environmental Protection Agency requires disinfection of wastewater effluent from May 1 through October 31. Disinfection of treated wastewater is conducted to reduce the discharge of harmful waterborne pathogenic organisms, to protect public health and the aquatic environment. SWRC uses sodium hypochlorite to disinfect the treated wastewater plant effluent prior to discharge to the DuPage River. Seasonal disinfection is performed during the period of probable human contact.
DISCUSSION:
In January 2022, the Water Utilities issued Bid 22-043, Sodium Hypochlorite 12.5% Solution for use at SWRC as part of the wastewater treatment process.

Prior to the bid opening, Olin Chlor Alkali Products sent a no bid response. The vendor is not able to secure pricing for the term of the contract.
The term for the contract is April 1, 2022 through December 31, 2023.

Chemicals used in the water reclamation process are expensed to the salt and chemicals account listed below. A total of $60,984 is budgeted for sodium hypochlorite in 2022. The remainder of this award will be budgeted appropriately in 2023.
