BACKGROUND:
The City Council awarded Contract 25-311 to Galls LLC on November 4, 2025 for a one-year term from January 1, 2026 to December 31, 2026. The purpose of this contract is to provide uniforms and equipment outlined in the departmental general orders and respective collective bargaining agreements to both sworn and specialized civilian personnel.
DISCUSSION:
This Change Order is requested to increase the uniform contract due to additional uniform needs for the Mobile Crisis Intervention Team (MCIT) that were not included in the original awarded contract.
The department experienced a 41% increase in promotions and new hires compared to the previous year, resulting in a greater need for uniforms. In addition, the Fraternal Order of Police (FOP) agreement provides officers with a sweater as an option for their long-sleeve uniform shirt.
These additional needs were not included in the original contract and require an increase to the contract amount to ensure all eligible officers have the required uniform items.

Police Department uniforms are expensed to the Operating Supplies account listed below. The 2026 budget included $158,500 for Police Department uniform purchases. Although this change order does exceed the amount budgeted for this expense in 2026 staff does anticipate this can be accommodated within the budget.
