BACKGROUND:
In 1998 a practice was developed for the establishment of Commemorative Parkways and Memorial Ways. The practice stated that Commemorative Parkways are for organizations/groups and individuals who achieved noteworthy service and/or accomplishments for the community. The signs are rectangular with white text on a blue scroll. Examples of current Commemorative Parkways include Ned Becker Parkway (Naper Boulevard), Nitra Parkway (Aurora Avenue), North Central College Avenue (Chicago Avenue, white sign with blue text), Stenger Commemorative Parkway (Franklin Avenue, brown sign with white text) and Patzcuaro Way (Webster Street). Memorial Ways are for individuals being honored. The signs are a brown blade sign with white text that are installed below the green street name sign. An example of a current Memorial Way is Judd Kendall Memorial Way (Jackson Avenue). The most recent commemorative street designation made was Patzcuaro Way, which was requested by the Sister Cities Commission, and presented to the City Council for approval.

DISCUSSION:
Chief Marshall submitted a request for a Memorial Way honoring Chief Robert Worthel on behalf of the Police Department (see attached). Police Chief Worthel was killed in the line of duty in a motorcycle crash at the intersection of Washington and School streets on September 24, 1927. The Police Department is planning activities for this September to remember Chief Worthel's service to Naperville, including presentation of an Honor Chair from a volunteer group from Texas.
