Official notice for the public hearing for PZC 23-1-027 was published in the Naperville Sun on Sunday, July 30, 2023.

BACKGROUND:
The business, Rose Thai Spa, wishes to operate within a former 2-story residence located at 847 N. Center St. The building has an existing front and back entrance and is served by a 13-car parking lot to accommodate both clients and employees. The subject property is zoned OCI, and the proposed business is classified as a health spa without lodging accommodations/massage establishment (health spa). Health spas are classified as a conditional use in the OCI (Office, Commercial, and Institutional District) zoning district.

DISCUSSION:
Rose Thai Spa is classified as a "health spa without lodging accommodation/massage establishment" which requires a conditional use approval in the OCI zoning district, pursuant to Section 6-7F-3:4 (Conditional Uses) of the Naperville Municipal Code. Rose Thai Spa maintains a 2,703 square foot space, which consists of three offices, a nails room, a beauty room, and an esthetics room, on an approximately 8,200 square foot lot. Section 6-9-3 (Schedule of Off Street Parking Requirements) of the Naperville Municipal Code requires health spas to maintain 1 space per service station plus 1 space per employee, which would require 10 parking spaces for Rose Thai Spa.
