BOARD/COMMISSION REVIEW:
On November 3, 2022, the Transportation Advisory Board (TAB) recommended tabling approval of the overnight parking exemptions at Vintage Club on Shandrew Drive and Blakley Lane by a vote of 6-0. After gathering public input and Board deliberation from the meeting, City staff brought three alternatives to TAB on December 1, 2022. The Board voted 4-2 to amend the proposed recommendation and approve an alternative that would allow overnight parking and parking only on the east side of Shandrew Drive and the south side of Blakely Lane. The two members that did not support the request cited general concerns with the Overnight Parking Program. The minutes for the November and December TAB meetings can be found as Attachments 2 and 3.

BACKGROUND:
The City of Naperville Municipal Code Section 11-2A-8 prohibits on-street parking between 2:00 am and 5:00 am.

In recent years, staff has received complaints regarding compliance with the overnight parking ordinance. Areas with lower compliance tend to be townhome communities that have limited parking options due to shorter driveways and single-car garages.

In response to the complaints, staff developed an Overnight Parking Pilot Program in 2013 that allowed residents to use a hang tag to park overnight on one side of designated streets. The program required active participation by the homeowners' association to advertise the program to its residents and manage hang tag distribution. City Council approved the Overnight Parking Program in early 2022. The Overnight Parking Program can be found as Attachment 4.
