BACKGROUND:
The Department of Public Works - Fleet Services Division uses an outside vendor to provide heavy-duty truck body repair and painting services. These services require specialized equipment and training.
Work under this contract includes metalwork, framework, and mechanical repairs. Most of the work performed under this contract is unplanned, resulting from accidents, mishaps, and corrosion.
In February 2023, the Department of Public Works issued Bid 23-033, Heavy-Duty Truck Body Repair/Painting to secure these services. No bids were received. Feedback from two vendors indicated the bid timeframe was insufficient.
In March 2023 the bid was released with more time for bid responses under bid number 23-033R. When these services were bid in 2018, only two vendors responded as capable of providing required services.

Heavy-duty truck body repair and painting services require specialized training and equipment. Vehicles covered under this contract include fire apparatus. A limiting factor is that vendor facilities must be capable of handling oversized, heavy-duty vehicles.
Staff recommends awarding the heavy-duty truck body repair/painting contract to Rush Truck Centers of Illinois. The vendor has the equipment, trained staff, and facility required to fulfill the contract for all of the City's heavy-duty trucks, including fire apparatus.
