BOARD/COMMISSION REVIEW:
At its May 17, 2022 meeting, as part of a motion approving the creation of a Public Arts Program, the City Council directed staff to prepare an ordinance establishing the program through the expansion of the SECA Commission.

 

BACKGROUND:

In late 2020, in response to City Council direction, staff created a group of community partners and subject matter experts to evaluate processes related to public art in Naperville, explore opportunities for improvement, and develop a Public Art Program recommendation. In 2021, this group, the Exploratory Task Force (ETF), presented components of a program to the City Council. After receiving valuable feedback, the group reconvened for several months and presented the final recommendation on May 17, 2022.  

 

DISCUSSION:

The SECA Commission (“Commission”) has traditionally been comprised of nine members of the community, two non-voting student representatives, and one non-voting Council member.

 

In order to successfully incorporate the Community Arts component into the program, the Council approved temporarily expanding the Commission to 11 members and reducing it back to nine as terms expire in the future.

 

The City Council also placed administrative authority for the new Public Arts Program with the Commission and approved changing the name to the Special Events and Community Arts Commission.

 

The attached ordinance reflects the expanded powers and duties, the temporary addition of two commissioners, and the name change.
