BOARD/COMMISSION REVIEW:
On June 6, 2024, the Transportation Advisory Board (TAB) approved a recommendation to add restrictions to the “U-Turns Prohibited” traffic schedule. Approve (6-0). Staff concurs.

BACKGROUND:

Staff recently updated the school traffic control plans for each school within Naperville with the goals of improving safety and aligning the Municipal Code with existing and new signage.

DISCUSSION:

When observations at each school were made, illegal U-turns occurred at almost every arrival and dismissal. These U-turns occurred during peak vehicle and pedestrian congestion on streets directly adjacent to the school.

The current “U-turn Prohibited” traffic schedule includes a small number of school adjacent streets. The school locations that are currently listed were noted to have fewer cases of illegal U-turn instances. Discussions between school district safety officials, Naperville Police Department, and Transportation, Engineering and Development staff identified that adding more school adjacent streets into the “U-turn Prohibited” traffic schedule would improve safety and movement around each school.

The proposed ordinance adds new locations to the traffic schedule and maintains the existing prohibited locations currently in the schedule.  Signage will be installed at each new location.

FISCAL IMPACT:

Signage will be $1,500 - $2,000
