BACKGROUND:
The City of Naperville has been working in partnership with the Naperville Township Road District to widen the section of North Aurora Road from Frontenac Road to Weston Ridge Drive (CIP# SC033). On April 15, 2008, the Naperville City Council approved an intergovernmental agreement with the Road District to begin preliminary engineering for this improvement (Agenda Item I2j). On August 15, 2017, City Council approved the first amendment to the intergovernmental agreement that defined the division of costs related to preliminary engineering, design engineering, and negotiation services for land acquisition (File ID #17-615).
DISCUSSION:
The widening of North Aurora Road will require the acquisition of right of way and easements along the frontage of eleven properties on the project corridor. A second amendment to the intergovernmental agreement with the Naperville Township Road District is necessary to establish each agency's responsibilities and the approval process for purchase of these properties.
Per the agreement, the Road District will be responsible for compensation to the three property owners with frontage along North Aurora Road that fall within the limits of the Township's jurisdiction. The negotiated compensation will be subject to approval to the City of Naperville or Naperville Township Road District, as applicable. The City will work with the negotiator to prepare the documentation for the purchase of the properties or easements if the parties are in agreement.
