BACKGROUND:
In January 2022, the Department of Public Works (DPW) issued Bid 22-066, Spoils Disposal. The specification required landfill companies within 30 miles of Naperville to provide for the proper disposal of clean and/or non-hazardous, non-special waste spoils and concrete and asphalt debris. DPW and the Electric Utility perform various in-house street and storm sewer system maintenance projects and capital projects that generate spoils. Representative soil samples are collected by the City's environmental consultant and tested.

No bidders responded to the City's bid and Bid 22-066 was rejected by the Chief Procurement Officer on February 25, 2022.

Staff identified two spoils disposal landfill companies within 30 miles of Naperville. The 30-mile radius was chosen to offset trucking and labor costs. The identified companies are Heartland Recycling and Waste Management. Heartland Recycling is located in Aurora and has historically charged approximately $70 per ton. Waste Management is located in Joliet and charges more than $200 per ton. In October 2022, the City Manager approved the award of Procurement 22-116, Spoils Disposal, to Heartland Recycling and Waste Management. The term of the procurement was from October 1, 2022 through December 31, 2023.

DISCUSSION:
Staff is requesting an extension to the spoils disposal procurement, from January 1, 2024 - June 30, 2024. This will allow staff time to research the market and develop a new bid document for the spoils disposal service going forward.
