BACKGROUND:

On May 6, 2025, the City Council awarded Contract 25-007, 2025 Southeast Waterworks Generator Replacement, to William T. Connelly, Inc, dba Connelly Electric Co., with an anticipated completion date of March 15, 2026. The project scope includes  replacement of the existing generator, the automatic transfer switch (ATS) and main circuit breaker combination unit and associated electrical conduits, wiring, and supervisory control and data acquisition (SCADA) system improvements.

 

Additional scope includes installing a new roof and concrete floor in the existing generator room, as well as constructing a wood fence and performing paving work at the new generator location.

 

DISCUSSION:

As a result of unforeseen delays in the equipment supply chain-particularly for the generator and automatic transfer switch (ATS)-the generator arrived on December 17, 2025, while the ATS has not yet arrived as of today. As a result, the contractor has submitted a request for a 99-day extension. Accordingly, the revised project completion date will be June 22, 2026.

 

This Change Order is necessary to provide the contractor with adequate time to complete generator and ATS installation, associated utility work, final testing, and to allow for the City’s final acceptance. The requested extension will not negatively impact operation of the existing station.

The requested Change Order is for an extension of time only and does not increase the value of the contract.
