BACKGROUND:
On November 15, 2022, the City Council approved the award of work order 17-122G, 248th Avenue Phase II Engineering, to Civiltech Engineering, Inc. for amount not to exceed $957,525.26.
The scope of the work for Phase II engineering includes detailed engineering design of the roadway, drainage, noise abatement wall, streetlights, and pedestrian facilities. Civiltech will prepare the engineering plans, construction details, item quantities, specifications, cost estimate and land acquisition activities. All work will follow the federal process since federal funds are being used for construction.
Rebuild Illinois Funds
In 2020, IDOT distributed grants from the Rebuild Illinois Capital Program as special disbursements in the Motor Fuel Tax Fund. These funds have been distributed to local agencies for use on capital transportation projects. The City's total allocation from this program is $9,717,469.32. Funds from the programs must be obligated by July 1, 2025. So far $4,400,000 has been allocated to the North Aurora Road project and $2,200,000 is proposed to be allocated to the Washington Street Bridge Replacement project.
DISCUSSION:
The City has qualified to receive $6.4 million of federal funds to supplement payment of the construction expenses. The City will cover all costs associated with Phase II Engineering including land acquisition services and staff recommends using Rebuild Illinois funds to pay for the Phase II Engineering services.
