BACKGROUND:

The City Council awarded Cooperative Procurement 25-114 to Garland/DBS, Inc. on April 4, 2025, for the amount of $791,418 for the restoration of the roof and exterior walls at Northwest Water Works.

 

DISCUSSION:

During the removal of the existing roof membrane, it was discovered that both layers of roof insulation were water damaged and in need of replacement before the new roof membrane could be installed. This Change Order is requested to cover the additional cost of $21,596 for the unexpected roof insulation damage, removal, and replacement.

 

FISCAL IMPACT:

CIP #: WU060 - Elevated Tank and Water Reservoir Coating

 

Repairs to Northwest Water Works are expensed to the Infrastructure account listed below. The 2025 budget allocated $2.5 million for this project as part of the Water Capital Improvement Program. The requested change order of $21,596 can be accommodated within the budget.
