BACKGROUND:
The Naperville Electric Utility (Utility) has been approached numerous times over the past year regarding its ability to supply a large customer load on the Utility's northern 138kV loop, which feeds the I-88 corridor. The current request is for 36 megawatts (MW) of Utility load today, with the ability to grow to 100 MW of Utility load in the near future. For context, the peak demand for the entire City in 2024 was 347 MW.
The proposed development represents an immediate load growth of 10.4% and a near-term load growth of 28.8%. These are well above the 3% load growth projections that the Utility typically assumes. As such, the Utility will need to perform an interconnection study to determine how best to serve the new load and what system upgrades may be required.
The Utility currently does not have the software required to perform this study nor does it have staff trained to use that software. Therefore, the Utility has decided to contract with ICF Resources LLC, who have performed similar work for the City in the past.
DISCUSSION:
Approval of the award for Network Interconnection Study - I-88 Corridor Development requires a Waiver of Section 1-9B-4 (Methods of Source Selection) of the Naperville Procurement Code because the developer timelines cannot be met through the standard methods of sourcing. Staff evaluated an alternative approach that would have resulted in significantly higher costs. ICF has proven to be a capable vendor through its prior work with the Utility.
