BACKGROUND:
In 2025, the TED Business Group (TED) began using Safebuilt as its third-party plan review consultant due to staff vacancies. A purchase order was approved in 2025 using Omnia cooperative contract #222849-06, On-Call Plan Review Services. TED has continued to use Safebuilt for third-party plan review services in 2026 to maintain standard review timeframes.
DISCUSSION:
This Change Order is requested to add $50,000 to the purchase order with Safebuilt for third-party services. An additional $30,000 of the $50,000 will be for ongoing third-party plan review services through the end of 2026. It is anticipated that the review workload will exceed the capacity of what internal staff can complete within the City's standard review timeframes.
The remaining $20,000 of the Change Order will be used for third-party inspection services. The third-party services will be used to augment resources while a staff member is on extended leave. The remaining staff is not able to take on the increased workload due to the high volume of inspections during this time of year.
