BACKGROUND:
The City Council awarded Option Year #2 of Contract 22-100, Transmission & Distribution Engineering Services, on March 19, 2024 with a term of April 5, 2025, to April 4, 2026. The purpose of this contract is to contract with an experienced and qualified firm to offer supplemental engineering services for the Electric Utility ("Utility") as needed for capital improvement, maintenance, and new business projects.
Primera has completed 11 projects for the Utility, however, three separate 138kV breaker replacement designs for the City's Pebblewood, Meadows, and Springbrook substations have been delayed. The breakers being replaced at these stations are beyond expected life and are becoming difficult to maintain due to lack of manufacturer support.
DISCUSSION:
The requested Change Order will extend the project completion date by 271 days, establishing a new completion date of December 31, 2026. The extension is necessary due to delays in receiving required soil boring reports which have impacted the project schedule and Primera's ability to proceed with planned work. The project team anticipated borings would be completed in October 2025, but they were not completed until March 2026.
Three 138kV circuit breaker replacement projects were impacted by these delays and are currently in different stages of completion. A key design component for the breaker replacements is validating that the existing foundations are adequate to hold the new circuit breaker loads. To perform that validation, the structural engineer requires soil data from the soil borings.
