BACKGROUND:

Title 8, Chapter 3, Section 1 of the City of Naperville’s Code of Ordinances establishes the requirements for termination notices and procedures governing the discontinuation of utility service.

DISCUSSION:

The following is an example of the notification process for an unpaid utility balance:

September 2: Original bill is mailed with a September 27 due date.

October 2: A new monthly bill is issued showing the current charges plus the past-due balance from the previous billing period.

October 12: If the balance remains unpaid, a courtesy reminder is mailed. The notice extends payment of the outstanding amount through October 25 and advises that the account may be eligible for disconnection beginning October 26 if payment is not received.

October 26: If the balance remains unpaid, the account is eligible for disconnection for non-payment, subject to applicable policies and procedures.

In summary, prior to disconnection, the resident receives three written billing notifications: the original bill, the subsequent bill reflecting the past-due balance, and the courtesy delinquency reminder.
