BACKGROUND:
The Department of Public Works - Public Building Operation (DPW-PBO) retains the services of a contractor to provide maintenance and repair services for the emergency generators, electrical transfer switchgear, and other support power systems. The City uses 46 emergency generators to provide backup power for the above functions, as well as E-911 and non-emergency dispatching, critical computer operations, water, wastewater, and stormwater pumping. These units and related components require cyclical preventative maintenance and repairs to ensure reliable operation in an emergency power situation.

In March 2023, the City Council awarded Contract 23-023, Generator Maintenance Services, to hire a contractor to service, maintain and repair commercial generator systems at various City facilities and sites on a scheduled, on-call, and as-needed basis for a two-year term with four option years. The first option year was approved on April 3, 2025.

DISCUSSION:
During the first extension of the contract, Midwest Power Industry provided comprehensive preventative maintenance services for all generators located throughout the City. The vendor consistently performed all required inspections to a high standard. Based upon the vendor's performance, staff recommends extending the contract for the second option year. Midwest Power Industry has agreed to maintain the rates and terms provided for under the contract.

The term of the second option year is April 1, 2026, to March 31, 2027, with two one-year options remaining on the agreement.
