On September 4, 2025 the Transportation Advisory Board (TAB) approved a recommendation to remove cab/taxi stands on Chicago Avenue between Main Street and Washington Street. Approved (7-0). Staff concurs.
BACKGROUND:
The Police Department requested that staff investigate the cab/taxi stand locations downtown.
In 2004 a cab/taxi stand and a corresponding tow away zone was established for the four easternmost spaces on the south side of Chicago Ave between Main St. and Washington St. from 10 p.m. - 3 a.m. Thursday through Saturday. This ordinance was expanded to the eight easternmost spaces in 2008. There is a two-hour parking restriction for these spaces from 6 a.m. - 6 p.m. See Exhibit 1.
DISCUSSION:
Staff investigated this request and found that the cab/taxi stand ordinance was established to reduce cabs/taxis double parking on Chicago Ave as they pick up patrons and wait for fares. At this time, cabs/taxis do not frequent the downtown or utilize the designated cabstand spaces.
Staff recommends removing all cab/taxi stand spaces and the corresponding tow-away zone on the south side of Chicago Ave. See Exhibit 2.
Staff sent out a survey to the properties and business owners on both sides of the street of Chicago Ave between Main St. and Washington St. The responses received are shown in the table below:
