BACKGROUND:
GovQA is a cloud-based citizen portal integrated with the City’s external website which has been in place since 2008. The subscription for the GovQA platform allows the City to receive and route items such as service requests, questions and Freedom of Information Act (FOIA) requests from website visitors. The GovQA subscription includes the creation of a knowledge base for visitors to search for answers to common questions and provides a custom workflow that properly routes requests for the appropriate department for response.
DISCUSSION:
This procurement is for a one-year subscription to the GovQA software. Granicus is the sole maintenance and update provider of this proprietary application subscription. If the services were to be discontinued, the City would need to re-evaluate how online questions, FOIA and service requests from the public are handled. Given the high switching costs that include staff time, the IT Department recommends not resoliciting for a new product at this time.
The term of this procurement is one-year from January 1, 2024, through December 31, 2024.

Renewal cost for the GovQA exchange platform access is expensed to the account number listed below. A total of $51,000 is approved as part of the FY2024 budget. The requested award is accommodated within the budget
