BACKGROUND:
In July 2020, Council approved Bid 20-213, for the cross-connection control testing records administrator to assist the Water Utilities staff with administration of Illinois Environmental Protection Agency (IEPA) mandated cross-connection code compliance records. Aqua Backflow, Inc was awarded the services for an amount not to exceed $453,350. The work includes maintaining cross-connection control testing records for all water customers who have testable devices. There are currently more than 15,000 devices on record in the city. Customers with a backflow prevention device are required by federal law and state statutes to test their devices annually by a certified cross-connection control inspector. After testing, the owner or his/her inspection contractor must submit the test results to the city as evidence of compliance.
Council approved Change Order #1 on February 4, 2021, for funds to pay for mailing to non-compliant customers through Aqua Backflow, Inc. The customers are in violation of section 8-2A-2:3.2.2 of the City of Naperville Municipal Code. Aqua Backflow, Inc. will send a third and final non-compliant notice to the customers that failed to provide the required IEPA cross-connection device test.
DISCUSSION:
A change order is needed for the Water Utilities to increase mailings to non-compliant customers through Aqua Backflow, Inc.
